The Black Sea cable moves from political commitment to seabed data
The Georgia–Romania Black Sea interconnector has entered marine-survey preparation. Its fiber leg could reshape route diversity, but the telecom product is still undefined.

On 29 July, Romania’s electricity transmission operator Transelectrica brought together Georgian State Electrosystem (GSE), engineering firm CESI, maritime authorities and border police for a technical workshop on the Georgia–Romania Submarine Cable, also known as the Black Sea Submarine Cable (BSSC). The immediate subject was not a financing ceremony or a new political declaration. It was the preparation of the seabed study that will determine the route, engineering assumptions and permitting work. That is the point at which a corridor starts to become infrastructure. The project has crossed from political commitment into seabed data, but not yet into a bankable telecom product.
The first hard milestone is a marine survey
The latest update says the partners are preparing the Black Sea bed study, reviewing the proposed route and working through authorization of the Romanian component. They are also updating the feasibility study and the associated economic, financial and regulatory analyses (Transelectrica update reported by Energynomics).
That list is more consequential than it sounds. A deep-water route cannot be priced responsibly from a line on a map. The marine survey supplies the geophysical, geotechnical and oceanographic evidence needed to choose a cable alignment, define protection and burial requirements, and establish what the landfall and onshore sections must support. It also creates the evidence base for environmental review, construction tenders and lender diligence.
The Romanian side is examining the investment needed to integrate 1,300 MW in the Constanța area. That is the published power-system number, not the capacity of the telecommunications component. The distinction matters because public descriptions of the BSSC combine a high-voltage electricity interconnector with a digital connection between Anaklia and Constanța (Transelectrica statement reported by Newsweek Romania). The latest workshop report does not publish a fiber-pair count, optical design capacity or ready-for-service date. Those omissions are not minor details for carriers; they are the difference between a strategic option and a product that can be sold.
Why the digital leg matters
For Georgia, the project is one part of a broader effort to improve the country’s connection to European infrastructure. The World Bank’s current Georgia portfolio page explicitly says that energy investments supporting transmission and generation, including the first phase of the Black Sea Submarine Cable, represent 10.8% of the portfolio (World Bank). The project update also says the preparation phase benefits from World Bank support and is being evaluated in the 2026 Ten-Year Network Development Plan process (Energynomics).
The combination of power and fiber is strategically logical. A single Black Sea crossing can support an electricity corridor while creating a new physical path for data between the South Caucasus and the European Union. For operators, however, “digital connection” is only the beginning of the specification. The commercial questions are more exact:
- Will the fiber be dark capacity, an operated wavelength service, or a managed system controlled by the project sponsors?
- How many fiber pairs will be available to third parties, and will the landing stations be carrier-neutral?
- Where will the Romanian backhaul connect onward: Bucharest, Constanța, Bulgaria, Türkiye or multiple routes?
- On the Georgian side, what inland path will connect Anaklia to Caucasus, Caspian and European networks?
- What security, repair and access obligations will apply to the telecom asset?
Until those questions are answered, the power interconnector’s 1,300 MW headline should not be used as a proxy for telecom scale. Fiber economics will depend on route diversity, landing-station access and the cost of terrestrial continuation on both shores.
The corridor is regional even before it reaches Sofia
Constanța is not just a Romanian endpoint. It is a possible entry point into the Black Sea and southeastern European network fabric. From there, traffic could be carried toward Bucharest and Central Europe, south through Bulgaria and Türkiye, or west over terrestrial routes. That does not mean the BSSC automatically creates any of those paths. It means the project’s value will be determined partly by what happens outside the water: ducts, cross-border rights of way, PoPs, interconnection agreements and operational diversity.
For Bulgaria, the relevant question is not whether a new cable appears on a regional map. It is whether the cable produces a genuinely independent route that can be reached from Bulgarian networks without following the same terrestrial bottleneck as existing Black Sea capacity. A landing in Constanța with one constrained onward path would add less resilience than its headline geography suggests. A carrier-neutral landing station paired with diverse routes toward Bulgaria, Türkiye and Central Europe would be materially different.
This is also where the Caucasus angle becomes practical. The World Bank’s description of the project as part of Georgia’s energy-transmission portfolio confirms that the preparation phase has institutional backing, but not that the telecom leg has been commercially structured. Regional carriers should therefore treat the BSSC as a future route-development input, not as committed capacity in a network plan.
Europe is building a policy layer around cable resilience
The BSSC is moving through surveys and permitting at the same time that the European Commission is formalising how submarine infrastructure is mapped, funded and assessed. On 17 July, the Commission opened a tender to support EU policy on the security and resilience of submarine cable infrastructure. The work covers implementation of the 2026 Cable Security Toolbox, updates to cable mapping and risk assessment, and support for Cable Projects of European Interest. The contract has an annual value of EUR 200,000, with a deadline of 24 August 2026 (European Commission).
That tender will not finance the BSSC. Its significance is procedural: Brussels is moving from general resilience recommendations toward a standing information and project-prioritisation layer. For a cross-border project that combines energy infrastructure, a telecom asset and sensitive maritime geography, that layer will shape future procurement and security expectations.
The next public milestones should therefore be read in sequence: completion of the marine survey; a defined route and landfall; permits and updated feasibility work; a funding and procurement structure; and, separately, a published telecom architecture and access model. A project can advance on the energy track while the fiber track remains commercially unresolved.
What it means for the region
The BSSC deserves attention because it is one of the few current projects that could connect the South Caucasus and the EU through a new Black Sea physical corridor. But its significance for Bulgaria and Balkan carriers will depend less on the existence of a fiber strand than on the operating model around it.
Sofia Connect and other regional networks should monitor the survey and permitting process, then ask for five specifics before assigning the route any value in a resilience plan: telecom capacity, landing-station ownership, third-party access, terrestrial diversity from Constanța, and the repair and security regime. Investors should apply the same discipline. Until those items are public, the BSSC is a promising corridor under preparation—not a finished alternative to existing Mediterranean, Black Sea or Türkiye routes.
